Brookings Mountain West recently published, "The Great Student Swap," a higher education policy brief authored by Brookings Institution Economic Studies colleagues Aaron Klein and Ariel Gelrud Shiro. This policy brief explores trends in student body compositions, tuition costs, and appropriations for state schools across the country, focusing on public flagship universities. Public flagship universities are engaged in a “Great Student Swap,” admitting more out-of-state students and relatively fewer of their own in-state students. Data reveals that 48 out of the 50 flagships experienced a growth in their share of out-of-state students.
