Executive Director of Student Rights & Responsibilities Phil Burns Retires

Phil Burns retired after more than three decades of exemplary service to UNLV, effective July 24, 2026. 

Throughout his time at UNLV, Phil directed numerous outreach and educational programs covering conflict resolution, always with compassion and focused on an educational and supportive approach that emphasizes student accountability. 

In addition to his work with the Office of Student Rights & Responsibilities (formerly Student Conduct), Phil contributed countless hours helping UNLV students through the UNLV Support Team. He has also assisted with Title IX responsibilities, investigating and rendering resolutions for complaints involving UNLV students.

Phil served as a faculty fellow for the Association for Student Conduct Administration’s Donald D. Gehring Academy. He also served on the association’s national board of directors as the representative for four-year public institutions, and he previously chaired its leadership committee.

Phil dedicated his career to improving student support and mental wellbeing on campus. His efforts will continue to shape the university for years to come.
