Last fall, California voters resoundingly rejected two ballot propositions that would have authorized sports wagering and the state’s largest expansion of legalized gambling in more than a decade. Both Proposition 26 (in-person tribal sports wagering) and Proposition 27 (online and mobile commercial-tribal sports wagering) lost by overwhelming margins, despite hundreds of millions of dollars spent to influence the outcome. Yet, sports wagering has exploded in over 30 states, and tribes in 22 states have added sports wagering to their existing casino operations. Eye-popping reports on participants, engagement, handle, and net revenue suggest the sky's the limit.

Kathryn R.L. Rand, J.D., and Steven Andrew Light, Ph.D. are the distinguished senior fellows in tribal gaming for UNLV’s International Center for Gaming Regulation. Rand and Light co-founded and co-direct the Institute for the Study of Tribal Gaming Law & Policy at the University of North Dakota and are the authors of Indian Gaming and Tribal Sovereignty: The Casino Compromise. In spring 2022, they served as the inaugural visiting faculty in the Indian Nations Gaming & Governance Program at UNLV’s William S. Boyd School of Law.
