Biography
Camille Calimlim Touton is a distinguished water policy leader with a legacy of impact across some of the world’s most complex and climate stressed water systems. As Commissioner of the U.S. Bureau of Reclamation, she led the largest water agency in the United States responsible for managing water across the American West during one of the most severe droughts in modern history.
Throughout her career, Touton has been recognized for her ability to bring together diverse stakeholders including federal, state, and local officials, Tribal leaders, farmers, and conservationists to develop practical, science-based solutions to complex water challenges. Under her leadership, Reclamation played a central role in stabilizing the Colorado River system, which supplies over 40 million people and underpins a $1.4 trillion regional economy. She also advanced sustainable water management in California’s Central Valley Project, one of the largest and most complex water delivery systems in the world.
Touton’s leadership helped secure $13 billion dollars in lasting investments for Western water infrastructure, strengthen climate adaptation strategies, and ensure that the region’s water resources remain resilient for future generations. With experience spanning the U.S. Congress and Executive Branch, she brings deep expertise in water diplomacy, infrastructure finance, and equity centered resource management, informing global approaches to climate resilience and shared water governance.
