UNLV is currently preparing the groundwork for the future development of its 42-acre property located at the northeast corner of Tropicana Avenue and Koval Lane. This site represents a significant opportunity for expansion west of the Maryland Campus.
Prior to releasing a formal Request for Proposal (RFP) or Request for Qualifications (RFQ), the university will conduct a series of targeted listening sessions. The data and insights gathered during this pre-development phase will be instrumental in shaping the scope of the project and defining the long-term real estate vision for the site. Below is pertinent information on the property:
- The project site is comprised of eight (8) individual parcels totaling approximately 42 acres
- Assessor Parcel Numbers: 162-21-703-001 & 002; 162-21-802-001 thru 005; and 162-21-810-005
- Address: 252, 284, 300 E. Tropicana Avenue
- Property Location: North of Tropicana Avenue, east of Deckow Lane, west of Kelch Drive, and south of Tompkins Avenue, within the central portion of the Las Vegas Metropolitan area
- Frontage: Approximately 1,800 feet along Tropicana Avenue
- Site Area: Approximately 42 net acres
- Drainage: Generally level/adequate
- Entitlement Jurisdictional Body: Clark County – Winchester/Paradise Township
- Fire Official Jurisdictional Body for UNLV owned land: State of Nevada – State Fire Marshal
- Building Official Jurisdictional Body for UNLV owned land: State of Nevada – State Public Works Division in accordance with NRS 314.145 and NRS 341.1455.
- Zoning Classification: The H-1 Limited Resort and Apartment District is for the development of gaming enterprises, compatible commercial, and mixed commercial and residential uses, and to prevent the development of incompatible uses that are detrimental to gaming enterprises.
- Planned Land Use: Entertainment Mixed-Use (EM)
- Overlay District: Located within the Harry Reid (formerly McCarran) Airport Environs, with portions of the site in the AE-60, AE-65, AE-70 and AE-75 Noise Subzone, and various parcels noted as with the AE-60, AE-65 and AE-70 Overlay Districts.
- Street Improvements and Accessibility: Tropicana Avenue (with three lanes in either direction, separated by a concrete median, complete with concrete curbs, gutters, sidewalks, and street lights), Deckow Lane (with one lane in either direction, also complete with concrete curbs, gutters, sidewalks, and street lights), Kelch Drive (a private drive), and Tompkins Avenue (currently unimproved but Clark County street improvements are anticipated in the future).

Interested parties are encouraged to contact Clark County Comprehensive Planning and Harry Reid International Airport related to items such as zoning classification, planned land uses, overlay district or other items associated with Clark County or Harry Reid International Airport land use, development, Title 30 or other associated and applicable entitlement and development processes or governing items for this Property.
Tropicana underground Improvements
Additionally, Clark County Public Works is planning to construct an extension of East Tompkins Avenue between Koval Avenue and Paradise Road along the northern Property boundary. UNLV has committed to granting Clark County an easement/right of way for extension of the street alignment. To date, UNLV has not granted an easement/right of way to Clark County. However, UNLV has received NSHE approval to move forward with the easement to Clark County for these improvements, upon Clark County follow-up to include legal description, survey and other information, and Interested parties shall incorporate this assumption into their Proposals. Interested parties are encouraged to confirm any and all planned road, infrastructure and/or utility improvements with Clark County Public Works or the applicable utility entity. There are two ground leases for billboards located on parcels 162-21-802-002 and 004 which will expire on December 31, 2027. There is also a permanent easement associated with a billboard located on parcel 162-21-810-005.
