Senior Vice President of Industry and Governmental Affairs


Bill Noonan is Senior Vice President of Industry & Governmental Affairs for Boyd Gaming Corporation, with oversight of the Company’s Corporate Governmental Affairs and Corporate Communications departments. Prior to being named to his current position in December 2014, Mr. Noonan served as Senior Vice President of Administration for Boyd Gaming for nearly 10 years. He also previously served as Vice President and General Manager of Boyd Gaming’s Treasure Chest Casino in Kenner, Louisiana, and Fitzgerald’s Casino & Hotel in Las Vegas.

Mr. Noonan has an extensive background in municipal government management, serving as City Manager of the City of Las Vegas from 1991 to 1993. He also held comparable City Manager positions in the cities of Cape Coral and Perry, Florida.

Mr. Noonan was recognized as the Casino Management Association’s Gaming Professional of the Year in the year 2000. He was also recognized as Public Administrator of the Year by Nevada Chapter of the American Society for Public Administration in 1992, and has received the annual outstanding alumni award from both Missouri State University and the Kansas University MPA program. He has been a featured speaker before the World Gaming Congress and numerous other professional and civic organizations.

Mr. Noonan serves on numerous government and industry boards, including the Southern Nevada Tourism Infrastructure Committee; the Las Vegas Metro Chamber of Commerce; the Las Vegas Convention and Visitors Authority; the Mayor of Las Vegas’ Steering Committee to develop and adopt a new Downtown Master Plan; and the Statewide SAGE Commission, established to review K-12 funding inequities in Nevada. He is Vice Chairman of the Nevada Resort Association, and is Chairman-elect of the Las Vegas Metro Chamber of Commerce, with his term as chairman scheduled to begin in January 2017.

Mr. Noonan holds a Master’s Degree in Public Administration from the University of Kansas and a Bachelor of Science in Public Administration, with an Economics Minor, from Missouri State University.
