Please join us in the conference room at Noon where Alec Brown will be presenting his paper “Status Quo Bias in the Commission on the Limits of the Continental Shelf.” 

Here is an abstract:  Is the Commission on the Limits of the Continental Shelf (CLCS), biased towards the status quo due to the recent change to the institutional rules? This paper tackles this question by estimating the impact of a change made to the internal rules that govern the CLCS in 2008. To test this argument, data on the time to CLCS final approval is analyzed, to estimate the impact of rule 51 on state submissions. This paper finds that rule 51 does not impact the average time a state’s submission is under review by the CLCS, despite an anticipated 202 years on average that states just wait. This finding is very provocative, and merits further work on the CLCS.
