The Nevada Legislature created the Campus Improvement Authority Board (CIAB) during the 2013 legislative session (AB 335). The charter of the CIAB is to study the need for, feasibility of and financing alternatives for a large events center or stadium and other required infrastructure and supporting improvements in the authority area. The CIAB has been meeting as a public body since October of 2013.
In September of 2014, the CIAB approved and submitted a report, complete with specific recommendations and supporting materials, to the Nevada Legislative Counsel Bureau. The Nevada Legislature passed enabling legislation — and approved by Governor Sandoval — during the 2015 session(AB 451) that allows the CIAB to continue to operate as a public body through October 1, 2017.
Governor Sandoval broadened the public policy discussion when he created the Southern Nevada Tourism Infrastructure Committee (SNTIC) in the summer of 2015 by Executive Order. The scope of the SNTIC is to analyze and evaluate public and private convention facilities, large-scale entertainment facilities and stadiums, and related transportation modes and infrastructure.
Additionally, the SNTIC has the responsibility to identify and analyze funding sources for tourism infrastructure improvement projects. The SNTIC is required to submit a report to Governor Sandoval and the Interim Finance Committee of the Nevada Legislature on or before July 31, 2016.
