STONE PRACTITIONER AND SCHOLAR AWARDS

Donald C. Stone (1903-1995) was a giant among public administrators. He was a founder of the International City/County Management Association and the American Public Works Association. He was the first Director of the Public Administration Service, and the primary architect of the Executive Office of the Presidency after the Brownlow Commission’s report was issued. He was the first Director of the Division of Administrative Management of the Bureau of the Budget (within the Executive Office of the President). In this capacity, he helped establish many of the civilian defense and wartime agencies that helped America win WWII. He later became Director of Administration for the Marshall Plan when it was established in 1948.He went on to become one of the founders of the National Academy of Public Administration.

The Section on Intergovernmental Administration & Management (SIAM) created the Stone awards in 1980 and they were first awarded in 1981. The criteria for both the practitioner and academic/researcher awards are based on:

·         Significant continuous contributions to the field of intergovernmental management over a substantial period of time

·         Contributions that have made an impact in the field of IGM as a whole rather than on a specific organization, institution or function
