Kyoto Protocol
A
legally binding agreement adopted by the countries present at the December
1997 United Nations Framework Convention on Climate Change in Kyoto, Japan.
Delegates from the 160 industrialized nations in attendance agreed to reduce
their greenhouse gas emissions by an average of 5.2 percent below 1990
emissions levels by 2010. The United States pledged a 7 percent reduction,
however the U.S. Congress did not ratify the agreement. The gases covered
under the Protocol include carbon dioxide, methane, nitrous oxide, sulfur
hexafluoride, hydrofluorocarbons (HFCs), and perfluorocarbons (PFCs).
