UNLV POLICY FOR POSTING INFORMATION

ON THE WORLD WIDE WEB

OFFICIAL UNLV HOME PAGE

The official UNLV Home Page is currently managed by the Web Services with the advice and consent of the Information Technology Coordination Committee (ITCC). This page is the only Web page authorized to use the title "UNLV Home Page." The UNLV Home Page is housed on the central server (CWIS navigator) with the address: http://www.unlv.edu. All incoming Web traffic to the University is welcomed by the Home Page. Web Services serves as the Home Page Administrator and can be reached at 702-895-2886.

The information presented on the official UNLV Home Page is provided by designated individuals from various organizations in the University community. Web Services facilitates the placement of material on the UNLV Home Page. The university holds the copyright to the UNLV Home Page.

Academic freedom in teaching and research and the right of freedom of speech for faculty, staff and students are fundamental principles of the University. Nothing in these policies limits or removes the rights of free speech or the academic freedom of faculty, staff and students engaged in the learning process, nor relaxes their responsibilities as members of the University community. However, although the University believes that the principles of free speech and academic freedom extend to electronic communication, the University is not obligated to publish (i.e., provide links to) documents that are deemed to be inappropriate for display on the World Wide Web.

The appropriateness of documents for display on the Web will be determined by Web Services with appeal to the ITCC. No links will be provided to documents deemed to be inappropriate.

Reasons that a document might be deemed inappropriate for display on the Web include:

Even if documents are deemed to be appropriate for display on the Web, the Administrator, with appeal to the ITCC, has the right to remove links to pages that generate volume so high as to compromise the ability of the server to accommodate the users of other documents or to refuse to create links to documents known to generate such volume.

For documents deemed to be appropriate for connection to the UNLV Home Page, the Administrator will determine where to place the links, taking into account the relevance of the materials to the goals of the University in determining the prominence of the links.

OTHER OFFICIAL WEB PAGES

Web pages linked through the official UNLV Home page and produced on behalf of officially-recognized campus organizations such as colleges, schools, administrative offices, academic departments, and registered student organizations are designated "Official UNLV Web Pages." The organizational unit identified with the page is designated an "information provider."

Web Services is responsible for overseeing all official UNLV pages to ensure that their content and design are consistent with the guidelines set forth in the UNLV Graphics Standards Manual. To obtain a copy of the Manual, call 895-3213, or send an electronic mail request to mcaleer@ccmail.nevada.edu.

All official UNLV pages and servers linked through the official UNLV Home Page must be registered with Web Services. Someone in the information providing organization must be identified as responsible for the content of the pages and for ensuring that the pages conform to current UNLV policies. The information provider is responsible for the accuracy, currency, and content of the information posted as well as for describing any restrictions on the use of posted material.

Official UNLV home pages will make reasonable accommodations for access by text-only browsers. Information and procedures for accommodating text-only browsers are available by contacting the Web Services Office. Such accommodation will, among other things, allow users who wish to translate the information into audio form to do so easily.

All official UNLV home pages will be required to carry a stamp indicating when they were last updated and the electronic mail address of a responsible contact. It is expected that all Official UNLV home pages will be updated on a regular basis.

Web pages posted on University or System resources by members of the University community who do not meet the criteria of information provider are designated "Unofficial Web Pages." These unofficial pages will not be linked directly to the UNLV Home Page, but may be linked to other Official UNLV Web Pages at the discretion of information providers.

UNLV recognizes the value of personal publishing on the Internet and thus encourages students, staff, and faculty to experiment with the production of personal World Wide Web pages. It is the responsibility of each individual to refrain from posting information, or links to information, that is inappropriate or that might reflect adversely on the image of the University.

Web resources may not be used for personal financial gain.

As long as the content of unofficial pages is presented in a tasteful and appropriate manner, UNLV will in no way interfere with the posting of such pages. Although the University will make every effort to remove offensive or inappropriate pages from the Web, UNLV cannot accept responsibility for the contents of unofficial pages.

The opinions expressed in these pages are strictly those of the authors and comments on the contents of these pages should be directed to the authors.

RESPONSIBLE AND ETHICAL USE POLICY

The University of Nevada, Las Vegas provides its students, faculty, and staff with access to computer resources in order to enhance teaching, scholarship, and learning experiences and to facilitate the University's administrative processes. The user of these resources assumes an obligation to use them in a responsible and ethical manner.

Users of Internet resources must respect the intellectual property rights of the University and members of the University community as articulated in Title 4, Chapter 12 of the Board of Regents Handbook. No photographs drawings, video clips, or sound clips should be used without permission of the person who created them or owns the rights to them. Everyone in a photograph or a video clip must sign a release giving permission to use it. Permission to use copyrighted material must be available upon request.

When sending electronic mail, posting messages to news groups, or creating web pages, the address of a member of the University community indicates an affiliation with UNLV. Therefore, all campus users of Internet resources are expected to behave in a way that reflects positively on the University. Users are accountable for any postings to Internet resources that are hostile or offensive to others or that violate University policy.

Computing resources are finite and must be shared among users in an equitable manner. Users must not participate in any activity that interferes with the fair use of computing resources by another. During periods of peak demand, the staff may enforce policies designed to ensure the equitable sharing of computing resources.

Policies and guidelines covering traditional communication media also apply to activities of UNLV employees using the Internet. Users should refer to relevant University, System, and State publications. Some of the key references are listed at the end of the document.

Users should follow the policies of other institutions when connecting to their resources.

RESPONSE TO VIOLATIONS

Suspected failure to use University web resources in a responsible and ethical manner should be reported to the Home Page Administrator who will then prepare a report to the appropriate authority.

Faculty and Staff

In the case of faculty and professional staff, the appropriate Administrative Office should receive the report of the Home Page Administrator. After a review of the report, the Administrative Officer will suggest the appropriate course of action which could include eliminating access to the web site. The duty for a thorough, timely investigation is the responsibility of the Administrative Officer.

For classified employees, the report of the Home Page Administrator should be sent to the employee's supervisor. In accordance with state statute, the supervisor is the appropriate authority to determine the course of action.

Students

Depending on the nature of the suspected infraction, at the discretion of the Administrative Officer of Student Discipline, student violations will be treated either as academic infractions or as issues for student disciplinary procedures.

The Administrative Officer for students should receive the report of the Home Page Administrator. After a review of the report, the Administrative Officer will suggest the appropriate course of action which could include eliminating access to the web site. The duty for a thorough, timely investigation is the responsibility of the Administrative Officer.

Faculty and Staff Policy References

  1. The University and Community College System of Nevada Code covers specific behavior that pertains to computer usage by faculty and professional staff (Section 2.1.4, 6.2.2d,e,j,m,q,r,s). The rules in this code apply in the event of disciplinary action.

  2. Dishonesty and the disruption or destruction of computer facilities by classified employees is covered in "Causes for Disciplinary Action" Section 284.650 of the Nevada Administrative Code.
