Herbert "Bud" Marshall, MEP

Mr. Marshall is currently the Supervisor for the Southern Region of Nevada for the Division of Emergency Management (DEM) managing the day-to-day operations, special projects, and programs and serves as the State’s Emergency Management Accreditation Program (EMAP) Manager. During his six years at DEM he has worked on projects such as: State Comprehensive Emergency Management Plan (SCEMP), Statewide Resource Management, National Incident Management System (NIMS) Compliance, Satellite Communications Vehicles, Emergency Management Performance Grant Program (EMPG), and the Nevada Exercise Program.

Mr. Marshall previously worked at the U.S. Departments of Justice and Homeland Security as a Senior Exercise Manager managing exercise activities for the Domestic Preparedness Program and Homeland Security Exercise and Evaluation Program (HSEEP) in 18 states, five territories, and 28 of the 120 most populated U.S cities. Mr. Marshall co-authored the HSEEP Volumes and Desktop Reference guides, wrote the weapons and pyrotechnic policies, and developed the $1 million Cross-Border National Exercise Program.

While employed with the Ohio Emergency Management Agency, Mr. Marshall developed and managed the State’s anti-terrorism and exercise preparedness programs. Additionally, he was training course manager for over 25 courses and was instrumental in developing and implementing the Ohio Metropolitan Medical Response System (OMMRS) capability for 25 of Ohio’s 88 Counties.

Mr. Marshall was the Project Manager for two extensive international-level terrorism conferences and has presented at several national and international conferences addressing terrorism and all-hazard preparedness. He has extensive experience and knowledge of Emergency Operations Center (EOC) operations and co-developed the Nation’s first, one-day EOC course.

Mr. Marshall has extensive responder experience in response, damage assessment, and government liaison operations for flood, civil disturbance, tornado, air crash, and winter storm disasters with over 35 years experience in emergency preparedness in both the public and private sectors. Previous work includes: Senior Exercise Manager for the U.S. Departments of Justice and Homeland Security, Exercise Training Officer for two states (Nevada and Ohio), law enforcement first responder, hospital safety and security, and a volunteer firefighter. Mr. Marshall is a retired Major having served a combined 26 years with the U.S. Army and Ohio National Guard.

Mr. Marshall is a graduate of Youngstown State University with a Bachelor’s degree in Law Enforcement Administration and earned his Master Exercise Practitioner from the Emergency Management Institute. Mr. Marshall is married to Mary Ann and has five children and seven grandchildren.
